The Kansas City Area Transportation Authority is the regional transit authority and the largest public transit provider in the bi-state Kansas City metropolitan area.  The Authority is located in metropolitan Kansas City, Missouri with a workforce of 850 full and part-time employees.  The Authority is governed by a board of ten commissioners with legal representation from the Missouri and Kansas side of the metropolitan area.  Day-to-day operations of the Authority are headed by the general manager who directs twelve departments. 

 

 

The Manager of Safety and Instruction is part of the Transportation Department management staff and is responsible for implementing bus operator training, recruitment and workforce planning.  Additional job functions include managing the safety and loss control functions of the department; grievance and discipline handling; development and delivery of bus operator-related training, which includes new hire, refresher, remedial, return-to-work, bus simulator, and ADA service requirements, as well as training for front-line supervisors, e.g. accident investigation; Accident Discipline Policy; work rules;  CDL requirements; DOT- certifications, and enforcement of the departmental Manual of Instruction, Operating Rules and Discipline Code. 

 

The successful candidate must have a bachelor’s degree in safety, education, business, management or other related field plus three (3) or more years of supervisory/management experience.  An advanced degree or graduate work is preferred along with training instructor certification.  In addition, direct experience in “driver training” which includes Commercial Driver License requirements is preferred.  This position must be detail oriented with excellent business writing, oral communication and presentation skills; proficiency in Microsoft Office products; experience with automated management information systems; the ability to develop program proposals; excellent interpersonal skills; knowledge of adult education principles, experience in implementing transit operational policies and procedures which includes bus routes, transfer policies, fare structures; and transit buses comprising KCATA’s fleet make-up.  The ability to acquire a working knowledge of the KCATA collective bargaining agreement and processes is also needed.
