Zero Fare Transit has dominated industry headlines across the nation. Over the last year, agencies have had serious conversation and controversy nationally about the pros and cons of charging fares or going fare-free. What are the real economic and human factors that impact an agency’s or city’s decision on fare policy?  Political environments, local tax revenues, ridership and fare recovery are just a few.

There is no black or white answer to this question, just many shades of grey depending on the agency. From one side of Missouri to the other, this panel discussion provides an opportunity to hear from the three largest providers in the state on their fare policies and the factors playing into their decisions.
