Volunteer Driver Program Toolkit
The National RTAP Volunteer Driver Program Toolkit is a comprehensive guide designed to help organizations develop and manage volunteer-driver transportation services for people with limited mobility or access. It provides a full framework including best practices, sample policies, forms, procedures, training guidance, rider eligibility criteria, risk-management and insurance recommendations, and case studies so that sponsoring organizations can build or strengthen volunteer driver programs effectively.

Marketing Toolkit
The Marketing Toolkit is a practical, step-by-step guide to help rural and tribal transit agencies implement effective marketing and outreach, especially when staff capacity is limited. It includes a “How-To Guide” covering basic marketing principles, tailoring messages for transit audiences, marketing strategies (ranked as fundamental, recommended, optional), and a marketing-plan workbook so agencies can assess their situation, define goals, target audiences, and choose strategies. It also provides ready-to-use tools and templates, from graphics and passenger-information design to flyers, social-media posts, and outreach materials to help agencies quickly create professional marketing materials.
