The Kansas City Area Transportation Authority (KCATA) recently released its newly developed inFOCUS Strategic Plan. The plan is a 5-year outlook that reiterates KCATA’s mission to connect all people to opportunities. The plan was formally adopted in February 2024 by the KCATA Board of Commissioners with implementation to begin in FY2025.
KCATA developed this plan in response to the region’s current and future mobility needs, creating a blueprint for ensuring the agency remains at the forefront of leadership within the transit industry through 2030 and beyond. Featured in the title of the plan, the acronym FOCUS refers to five strategic goals of the agency: Finance, Organization, Customer Experience, Unified Region, and System Development.
Created through a process of collaboration, the plan includes and represents the input of many, including KCATA staff at every level, its Board of Commissioners, industry experts, local and regional leaders and stakeholders, and more. Input was received through over twenty-five interviews and over eight hundred survey responses from the community.
Trends and challenges that rose to the forefront during development of the plan and are featured within the report include the need for new funding sources as the region continues to grow, consumer travel patterns that have shifted due to the COVID-19 pandemic, and ever-evolving workforce trends.

KCATA simultaneously updated its vision and mission statements, core values and goals while developing the inFOCUS strategic plan.

Mission: Connect all people to opportunities.
Core Values: Safety and Security, Customer Focus, Respect and Integrity, Fiscal Sustainability, Collaboration
Goals/Major Initiatives: The inFOCUS plan includes the furthering of KCATA’s five strategic goals:
Finance: To be fully financially sustainable with dedicated funding sources.
Organization: Strengthen the engaged and empowered workforce.
Customer Experience: Provide reliable, convenient and equitable mobility alternatives.
Unified Region: Support a thriving region through environmental sustainability, development and access to opportunity.
System Development: Collaboratively lead the region in delivering mobility options.
