US Sentate Moves 2024 THUD bill with $21B for Public Transit; Current House Bill Decreases Funding – Weigh in Today

Recently, the U.S. Senate passed its version of the Fiscal Year 2024 Transportation, Housing and Urban Development, and Related Agencies (THUD) Appropriations Act.  The House did not pass its version of the FY 2024 THUD bill yet but did agree to a Continuing Resolution until January 19. The FY 24 THUD Appropriations bill will determine the level of investment for public transportation initiatives.

Below is an overview of the bills:

Senate FY 2024 THUD Appropriations Bill

The Senate-passed THUD bill demonstrates a bipartisan commitment to public transportation investment, providing an overwhelming majority of the authorized public transit and passenger rail funding from the Bipartisan Infrastructure Law for the upcoming year.

Highlights of the bill include:

  • $21.1 billion for public transit
  • More than $4 billion for Capital Investment Grants
  • $16.7 billion for passenger and freight rail

House of Representatives FY 2024 THUD Appropriations Bill

The House legislation as it stands decreases funding for public transit well below the authorized funding levels from the Bipartisan Infrastructure Law.

  • The House FY24 Appropriations bill cuts public transit investment by $2.3 billion.
  • Funding for Capital Investment Grants funding will be slashed to the lowest level in at least two decades.

 

On November 15, Congress passed, and President Biden signed into law, a “two-tier” stopgap funding bill that keeps some federal programs – including the Transportation Housing & Urban Development (THUD) bill – funded through January 19. The House returns January 9.
