Program Instructors:

Larry A. Kirk

Larry A. Kirk, a native of Laurel, Mississippi, joined Bi-State Development / Metro Transit in 2020 as the Training Coordinator for Metro Public Safety. Prior to joining the agency he spent 25 years in law enforcement before retiring at the rank of Chief of Police.

Kirk holds a Bachelor’s of Science degree in Applied Behavioral Science from Charter Oak State College and a Master’s of Science in Justice Studies from the University of the Cumberlands. Currently he is a PhD candidate, serves as a national speaker for Law Enforcement Action Partnership (LEAP) and an instructor for SHIELD: Safety and Health Integration for the Enforcement of Laws on Drugs with the Missouri Institute of Mental Health at the University of Missouri – St. Louis. Kirk has earned the Transit Safety and Security (TSSP) certificate and has completed the Public Transportation Safety Certification Training Program (PTSCTP) through the U.S. Department of Transportation.

 

Steven M. Buckley

Steven M. Buckley is a native St. Louisan and retired police officer. Steven served 28 years with the City of Berkeley Missouri Police Department where he held the rank of Captain. He is a graduate of the 233rd session of the FBI National Academy. Steven was the department’s training coordinator for over 15 years and has been a training instructor for more than 20 years.

Steven came to Bi-State Development’s, Metro Transit Public Safety team in January 2018.  Steven is currently a Transit Security Specialist Lead and manages the agencies Emergency Preparedness Coordinator, Transit Security Coordinator, and Training Coordinator. Steven holds both a Public Transportation Safety Certification Training Program (PTSCTP) and a Transit Safety and Security Program (TSSP) from the U.S. Department of Transportation’s Training Safety Institute. In addition, he is a National Transit Institute certified instructor in Assault Awareness and Prevention for Transit Operators, and Violence in the Transit Workplace. In addition, he is a certified instructor for Understanding Human Trauma, De-Escalation, and Naloxone (Narcan). Steven holds numerous instructor certifications relative to his position with the agency. .
