Section 5310 Funding Workshop and Application Period Announced by EW Gateway

SECTION 5310 – ENHANCED MOBILITY OF SENIORS AND INDIVIDUALS WITH DISABILITIES

Register online to attend the Section 5310 informational workshop on September 9, 2019, from 9:30-11:30. At the workshop, the Section 5310 program, the application process, and project administration will be reviewed. Space is limited, please limit registration to one person per agency.

The Section 5310 – Enhanced Mobility of Seniors and Individuals with Disabilities is part of the Competitive Programs that East-West Gateway Council of Governments (EWG) administers.  Section 5310 projects are included in the Transportation Improvement Program that EWG develops for the St. Louis region.  The Section 5310 program provides federal funding to improve mobility for seniors and people with disabilities.

The St. Louis, MO-IL Urbanized Area (St. Louis UZA) is a large urbanized area and must have a public entity that is designated as the recipient of Section 5310 funding.  EWG, the Missouri Department of Transportation (MoDOT), the Illinois Department of Transportation (IDOT), and Bi-State Development are the co-designated recipients of Section 5310 funding for the St. Louis UZA.

Eligible Section 5310 Projects

Section 5310 program funds can be for projects such as:

  • Capital expenses for Section 5310 Traditional projects, including vehicles and related equipment used to transport seniors and people with disabilities.
  • New Freedom Type projects, including operating projects which specifically serve seniors and people with disabilities, travel training to instruct persons with disabilities on using fixed-route bus services, and capital projects to remove barriers at bus stops for persons with disabilities.
  • Activities related to mobility management.

For a project to be considered eligible for Section 5310 funding, the project must address one of the strategies identified in the Coordinated Human Services Transportation Plan (CHSTP).

Eligible Section 5310 Sponsors

Section 5310 program funds are available to eligible Illinois and Missouri sponsors in the St. Louis UZA.

Eligible applicants include:

  • Section 5310 Traditional Funding
    • Private, non-profit organizations
    • Certified state and local government authorities
  • New Freedom Type Funding
    • Private, non-profit organizations
    • State and local government authorities
    • Operators of public transportation

PROJECT APPLICATIONS

A call for projects will open on August 29, 2019.

Project applications will be due on October 11, 2019.
