“Rider Rich” and “Cash Poor”?

Can a transit system be flush with riders, yet strapped for cash?  An article in the Minneapolis-St. Paul Star Tribune says it's happening in that metropolitan area.  While ridership is at a high not seen since 1981, a fare increase had to be instituted due to the sagging economy.  Read more, along with an interesting quote from The American Public Transportation Association's Virginia Miller here.
